Fire fighting system maintenance standard and procedure

1.Purpose

Fire fighting system maintenance should be standardized to ensure well functioning of the equipment.

2.Application

It is applied in the managed area, to the equipment maintenance.

3.Responsibility

A. Property department review the Annual Plan for Fire Fighting System Maintenance and check the execution.

B. Director of fire fighting management center draws up Annual Plan for Fire Fighting System Maintenance and organizes detail execution.

C. Teamleader and firefighter of fire fighting management center are in charge of everyday maintenance.

4.Procedure points

A.Annual Plan for Fire Fighting System Maintenance

(a. Every year before 15th, December, director of fire fighting management center draws up Annual Plan for Fire Fighting System Maintenance for the next year and apply for review and approval, and formulate small-, medium-, large- scale maintenance plan based on the actual system operation conditions.

b. The Annual Plan for Fire Fighting System Maintenance should include:

(1). Specific small-, medium-, large- scale maintenance plan

(2). Detail execution time schedule

(3). Exact maintenance period

(4). Explicit budget

B. During the maintenance, the procedure must stick to 'Standard Operation Regulation for Fire Fighting System' and process according to Annual Plan for Fire Fighting System Maintenance.

C.Inspection

a. Daily inspection: in every shift, Monitor of the duty should conduct the fire fighters to finish following inspection of the fire alarm system:

(1).Every shift should inspect the appearance of the system equipment

Fire alarm. For false alarm, it is required to inspect the ambient of detector to see if there would be any vapour, smoke, or dust that would affect normal function. If so, interference need be suppressed right away. For false alarm without any interference detected or the signal light is not working and cannot receive signal, the probe needs to be changed.

Self- inspection. Push the button and re-set to put the system in normal status, if re-set is impossible, it needs to be investigated.

Failure:

—— main power failure, check input power, fuse and contact status for integrity

—— back-up power failure, check the charger and battery for damage or broken line

—— detector circuit failure, check the line between circuit and fire probe, and terminal monitor for function, integrity.

b. Monthly inspection: on 15th of each month, director of fire fighting management center will conduct and team leader will organize the inspection of the following functions of automation system and fill out the "Monthly Maintenance Record of Fire Fighting System":

(1)All daily work;

(2)Check test controller's work voltage;

(3)Fire probe (temperature, smoke, breaking wave) installation angle should not be >45°, well connected to base, clean surface, good indicating light; imitate smoke condition and test 5% of the probe to see if fire engine receive the alarm signal;

(4)Floor fire hydrant, exterior wires are well fixed, repaint if necessary;

(5)Manual button and emergency knob is fixed tight, no damage or lost; choose 2 manual alarm button randomly to simulate alarm;

(6)Dedust main engine, interlock cabinet, power distribution cabinet, extinguishing display screen and auxiliary facility, fasten the loosen link;

(7)Conduct auto transfer test on the main power and backup power.

c.Seasonal inspection

Each season, inspect and examine the functions of the auto alarming system and fill out the Seasonal Maintenance Record of Fire Fighting System:

(1)Use special inspection instrument to test the probe movement and confirmation light in batches;

(2)Test the light and noise display of fire alarm;

 

(4)Conduct 1~2 times charging and discharging test to the backup power, 1~3 times auto transfer test to the main power and backup power;

(5)Manually or automatically test the closing status and deformation of fire roller door ;

(6)Manually or automatically inspect the control device of the fire hydrant and auto sprinkling extinguishing system;

(7)Inspect the appearance of fixed "1211" system, check the sealing condition of pipeline, read the pressure gauge, and manually or automatically inspect the control device of the fixed extinguishing system;

(8)Manually check the emergency broadcast, emergency lighting and evacuation lighting;

(10)Push the forced fire protection button in the interlock cabinet to stop all man elevators and goods elevators at 1st floor for test;

(11)Test the fire communication equipment at fire fighting management center;

(12)Check all the switches and forced disconnection of non fire protection power test.

d. Yearly inspection: on 20th, December every year, director of fire fighting management center and team leader will inspect and examine the following functions of automatic alarming system, and fill out the "Yearly Maintenance Record of Fire Fighting System":

(1)Use special inspection instrument to simulate the test of 50% of the fire probe and directly inspect and dedust the cable, junction box and equipment;

(2) Conduct seasonal inspection content in 4.C.c ( except for (1) and (2));

Test emergency broadcasting function;

(3)Inspect the content of 4.C.c and 4.C.d, installation company will conduct inspection during contracted period, Fire Bureau (or installation company) will inspect after the contracted period is expired.

D. Maintenance

a. Outer cleaning of fire protection equipment and maintenance of some components will be completed by the director of Fire Fighting Management Center.

Each shift, fire fighters will clean the outside of fire equipment by using compressed air to clean the dirt, dust and dry the surface with clean cloth.

b. The maintenance of equipment failure usually does not exceed 8 hours, if the problems cannot be solved within 8 hours, the failure cause and treatment time need to be reported to the manager of property department and continue to handle the problems within the approved time.

c. For any outsourced maintenance, it needs to be done by installation company or Fire Bureau entrusted by Fire Fighting Management Center.

d. "Standard Maintenance Regulations of Water Supply and Drainage Equipment" should be referred to when doing the fire pump maintenance.

e. Inspection and maintenance of the fire protection system need to be recorded and documented for 5 years.
